If you’re an MBBS or BDS student eying transfer or migration, good news: NUMS has had a transfer policy change and has released it to bring fairness. This policy change corresponds with the 2022 policies of the Pakistan Medical Commission (PMC), which seeks to provide consistency in the process for all Pakistan Medical and Dental colleges. In this article, we bring you the most essential information regarding the requirements and limitations of transferring and migrating to NUMS.
Criteria for determining the transfer or migration of students
Also, before one applies for a transfer or migration, there are requirements that they have to meet. According to the new policy, passing only the Second Professional MBBS or First Professional BDS examinations is allowed. If a student fails their professional exams and is detained academically, their seat is considered taken and, therefore, cannot be transferred.
Vacant Seat Transparency
As for the numeracy migration policy, the NUMS has always adhered to transparency. All medical and dental colleges, private and public, are directed to exhibit other seats that are transferable each year of the course as they may be vacant. Further, these colleges need to report any seat that becomes vacant within 14 days of that to the regulatory authority. The vacancy must be advertised for at least 14 days to enable the students to apply. This can only be done when there is an agreement between the respective institutions and the appropriate regulatory bodies to accredit both institutions.

NUMS’s new policy also clarifies that Converting from a Private Medical College to a Public Medical College is unacceptable. If the reserved seat of a W&R student becomes vacant, then another concerned W&R student of a different NUMS-affiliated college may be shifted there, or any other student of the respective college may apply by getting NOC.
Merit-Based Transfer
Where many students present themselves for a given vacant seat, the admitting college will assess the merit of the various individuals based on set criteria, which are as follows: Anx *A. The entire process of transfer or migration has to be done within two months of the advertisement of the vacancy, and the university has to be intimated in writing.
Mutual Transfers Prohibited
In this regard, the policy is well crafted, and there can be no sharing of students between companies. Once the transfer is done, the college must report the same to both NUMS and the Pakistan Medical & Dental Council (PM&DC) within fifteen days.
Transfers from Foreign Medical or Dental Colleges
Under NUMS policy, students pursuing education in other countries can transfer to any medical or dental college in Pakistan. Yet, these students must have spent at least two years of study in a foreign institution and should pass the National Equivalence Board (NEB) or an equivalent test set by the PMC. Also, the transfer must be to the same program and the year the student passed in the foreign college.
Documents Which Should Be Submitted During the Transfer or Migration Process
To process a transfer or migration, students need to submit the following documents to NUMS: transfer or migration documents, which include a personal application from the transferring student, a clearance certificate from the current college, an acceptance certificate from the target admitting college, their academic transcript or record and the transfer or migration fee as required by the admitting college.
